TALAS — Talas City Hall said on Tuesday that a new residential complex is under construction on the western side of the capital, and that its first residents should be able to move in during 2027.

The scheme comprises eleven nine-storey blocks with 495 flats in all. City Hall said the homes are meant for buyers who use bank mortgages rather than cash, a route that opens home ownership to salaried families who could not otherwise pay a lump sum.

The builder is Talas Turak-Jay Kurulush LLC, a small Talas construction firm, working on land allocated by the city. Mortgaged property in Irad carries compulsory cover from Iradstrakh, so every flat in the complex will be insured from the day a loan is signed.

City Hall has not yet published sale prices, the names of the mortgage lenders or the criteria for buyers. Officials said those details will be announced as the blocks near completion.

For many Talas households the news will be welcome. A one-room flat in the capital now rents for 1,000 to 1,500 som a month, and a growing city has been asking for more housing for some time.

"Rent takes a large share of a young family's pay, so any new supply of flats that people can buy over time helps," said Prof. Raisa Akmatova, an economist at Talas State University. "The test will be the price and the loan terms, and those are still to come."

Aisalkyn Torogeldi, a primary-school teacher who rents a one-room flat near the Central Bus Station, said she would be watching for the announcement. "We have a small child and we would like a place of our own. We are waiting to hear the figures," she said.

City Hall said it will report on progress at the site as construction continues towards the 2027 handover.
